Annotation: (Українська) Малий і середній бізнес (МСБ) пострадянських країн діє в середовищі структурних ресурсних обмежень: фрагментованих даних, браку кваліфікованих аналітиків, незрілої технологічної інфраструктури та обмеженого капіталу. Пандемія COVID-19 (2020–2021) різко оголила ці обмеження, ставши природним стрес-тестом стійкості. У статті проведено порівняльний аналіз траєкторій МСБ у вибірці пострадянських економік -Україні, Грузії, Вірменії, Молдові, Казахстані та країнах Балтії (Естонія, Литва, Латвія) -з метою з'ясувати, які інституційні, макроекономічні та цифрові чинники визначали стійкість підприємств. Спираючись на встановлений факт, що цифрова готовність і якість управлінських рішень визначали виживання фірм під час шоку, робота обґрунтовує застосування методології Value-Yield Optimization (VYO) -рамки оптимізації на основі штучного інтелекту, спроєктованої саме під ресурсний профіль МСБ. Показано, як центральний елемент VYO -функція зважування обмежень (CW-ROI) -дозволяє малим фірмам пострадянського простору впроваджувати аналітику й ШІ в межах реальних, а не теоретичних можливостей. Робота пропонує аналітичну рамку «ресурсних обмежень» і практичні висновки для політики підтримки МСБ та для самих підприємств. Ключові слова:

Annotation: The article analyzes Ukrainian legislation in the aspect of legal regulation of accounting and taxation of small business entities in Ukraine. It was noted that small business entities play an important role in maintaining the economic stability of Ukraine. The main laws and regulatory acts that regulate the economic activity of small businesses are considered. It was established that the unstable situation in Ukraine gave an impetus to change the regulatory and legal regulation of economic activity of enterprises. In the conditions of constant changes in legislation and legal regulation, entrepreneurs face problems related to contradictions in the legal regulation of accounting and taxation of their activities.

Annotation: The article analyzes the structure of domestic entrepreneurship, identifies the share of small enterprises. The obstacles to the development of small businesses have been identified. Based on the analysis, the most attractive areas for small forms of management are determined. Recommendations on the implementation of European experience in overcoming obstacles to small business development in Ukraine are proposed.
