Annotation: (Українська) У цій статті досліджуються джерела легітимності. Спільної зовнішньої та безпекової політики Європейського Союзу (ЄС). Висувається теза, що, оскільки ЄС вийшов за рамки міжурядової моделі в цій сфері, він вже не може спиратися лише на національні системи держав-членів для забезпечення легітимності. Виникає необхідність створення додаткового джерела легітимності, яке походить безпосередньо від самого ЄС. Піддаючи сумніву традиційний підхід до легітимності інститутів глобального управління, у статті висловлюється думка, що інституції ЄС можуть претендувати на перевагу над державами-членами лише за умови, що вони сприятимуть зміцненню нормативного статусу зовнішньої політики. Сам факт взаємовигідності спільних зусиль недостатній для повного обґрунтування легітимності політики, що реалізується ЄС у зовнішній сфері. На основі деліберативного погляду в роботі пропонується припущення про існування двох взаємодоповнюючих джерел легітимності ЄС на наднаціональному рівні. Водночас наголошується, що ці джерела здатні підвищувати зовнішню легітимність CFSP, але парадоксально можуть водночас обмежувати внутрішню легітимність зовнішньої політики Євросоюзу.

Annotation: The article examines the current regulatory framework governing business entities providing motorcycle and all-terrain vehicle (ATV) rental services. Based on an analysis of Ukrainian legislation, the international experience of the United States, the European Union, and Australia, as well as recent studies on injury prevention, the main gaps in the legal framework for ensuring user safety are identified. The study substantiates the need for introducing a risk-based approach to the state regulation of rental operators. A state regulation model and the concept of a Minimum Safety Standard for Rental Operators are developed, including requirements for vehicle technical inspections, user training, the use of personal protective equipment (PPE), incident reporting, and insurance. The practical significance of the study lies in the application of the proposed model to improve the legal framework governing safety in motorcycle and ATV rental services. The research is based on comparative legal analysis, systems analysis, generalization, and the analysis of international experience.

Annotation: The article examines the reasons for the institutional weakness of the personnel management service in the public service in Ukraine. Ways to optimize the legislation of Ukraine on public service through codification are proposed. Considered possible ways of optimizing the activities of personnel management services in the current conditions and implementing progressive methods for attracting highly qualified specialists to the Ukrainian public service.
