Annotation: External labor migration is a negative phenomenon, which every year more and more influences Ukraine, becoming a problem requiring immediate solution. The article is devoted to the consideration of such a phenomenon as external labor migration. The paper analyzes in detail the doctrinal definitions of “labor migration” and provides a legal interpretation of the key term of the article. The author provides his own definition of external labor migration, which should be used when analyzing the article itself. The paper presents and analyzes statistical data on the number of persons who have committed external labor migration, on the level of inflation and the level of wages in Ukraine for several years. Used official data collected by the International Organization for Migration (IOM) and reflected in the reports. The reasons and preconditions that caused the migration of Ukrainians to foreign countries are investigated. All arguments are supported by the author with statistical data and the works of reputable scientists, most of them Ukrainian. The article draws attention to the positive and negative effects of labor migration. The author thoroughly reviewed and analyzed each of them. Several short-term and long-term forecasts of the situation in Ukraine have been provided in the context of the continuation of the trend of the economically active population going abroad. In particular, the aging of the nation, a decrease in the number of people capable of performing the labor function, is predicted. At the end of the work, the author comes to the conclusion that the phenomenon of “external labor migration” has both negative and positive consequences, which now help Ukraine to reduce tension in the labor market and reduce unemployment. Moreover, there are ways (actions) that need to be done to reduce the number of labor migrants in the future to prevent the occurrence of negative consequences (aging of the nation, reducing the number of economically active population). The author of the article considers such methods as: stabilization of socio-economic processes and increase in the level of labor supply, introduction of social benefits, creation of new jobs with decent wages.
