Annotation: Risk management, overcoming uncertainty is always relevant, especially in the financial sphere, which requires effective risk management and the use of a risk management system. The role of risk management is revealed through its role in creating the value of a financial institution, because the adequacy and efficiency of this system allows not only to protect the banking institution from large losses, but also to preserve and multiply its value. The peculiarities of banking institutions' activities and the variety of risks they are exposed to require the creation of an appropriate risk management system for active and passive operations, which will take into account the size of the banking institution, its current business model, the scale and types of activities, the complexity of the bank's operations and ensure detection, assessment, monitoring and control of all significant types of bank risks. Therefore, there is a need to study the conceptual foundations of the development and implementation of an effective system of risk management of banking institutions. This article is devoted to the consideration of the conceptual foundations of the construction of a risk management system, which provide that this system should contain defined tasks, principles, functions, objects and subjects of management, methods and tools, as well as a risk management mechanism to achieve the goals of strategic development banking institution.
