Annotation: One of the factors that affects the financial system of the state is the formation of effective legislation in the field of land taxation. Recently, the national land policy has undergone fundamental changes, which related to the inclusion of land fees in local taxes, the increase of tax rates, the cancellation of some benefits, etc. In this regard, it is appropriate to analyze the domestic system of land taxation with a land tax, as it will make it possible to identify the existing shortcomings of the current taxation system, the causes of these shortcomings, as well as to outline ways to eliminate them. The need to analyze the state of land taxation is also mediated by the instability of legislation and the reform of the decentralization of state power in Ukraine. Despite the study of the legal nature of the land tax, the history of its application on the territory of Ukraine and the peculiarities of the composition of this tax, the procedure for paying the land tax, determining the normative monetary value of land and the participation in this process of local self-government bodies, the state fiscal service and other state authorities remain unclear.

Annotation: In the context of martial law, the interaction between civil society and public authorities is of particular importance. Civil society can play an important role in ensuring the sustainability of society, supporting the state and its citizens, and in the country's recovery after the war. The state authorities, for their part, should create conditions for effective interaction with civil society. However, the interaction between civil society and public authorities under martial law has its own peculiarities. The author notes that these peculiarities are due to such factors as strengthening of the role of the State under martial law, reduction of the level of trust in public authorities, and restrictions on freedom of speech and action, which may complicate the interaction between civil society and public authorities. In this regard, the need for interaction between civil society and public authorities under martial law is particularly acute. Civil society can provide important information and support to the state authorities, and the state authorities can provide civil society with the necessary assistance and protection. The author of the article provides the following recommendations for improving the effectiveness of interaction between civil society and public authorities under martial law: public authorities should ensure effective communication with civil society; public authorities should support NGOs working in the field of social and humanitarian support for victims of war, as well as in countering Russian aggression; public authorities should ensure respect for freedom of speech and action in the media. These recommendations are aimed at making the interaction between civil society and public authorities under martial law more effective and productive. They can be used by both public authorities and civil society organizations to improve cooperation between them and ensure effective solutions to problems arising in wartime.

Annotation: The article is devoted to such basic properties of the Constitution as the highest legal force and the direct effect of constitutional norms. The theoretical aspects of the principle of the supremacy of the Constitution in the system of domestic constitutionalism as one of the fundamental principles of building the state and society are analyzed. The general characteristics of the direct effect of the Constitution of Ukraine have been clarified.
